We estimated that 40% of our energy transition budget was consumed by rework caused by capability gaps — not technology gaps. The programmes that closed the capability gap first delivered 3x the ROI of those that led with technology. Has anyone else measured this?

We saw a similar pattern. Capability-first programmes also had dramatically lower attrition during the transition.
